Add Your Site to the City’s Inventory!
There are two site inventories in a city’s Housing Element.
Low-income site inventory: If a site is on this list, a developer can build a 20% affordable building by-right. For these sites, a developer can propose less than 20% affordable units, but the process may not be by-right.
Site inventory: This is a list of sites that the city would like to build housing on. However, they don’t need to up-zone any of them, nor are there any short-term ministerial approval requirements. BUT if your site is zoned for low density, especially if it’s in a high-opportunity neighborhood, adding it to the site inventory list makes it more likely that you can push for a free re-zoning. It’s not a sure thing, but it’s a small thing you can do to help a city submit a Housing Element that contains feasible sites.
